In Cisco SD-WAN, Smart Accounts and Smart Licensing are used to manage licenses and entitlements across multiple devices and organizations. When Smart Account Sync is not used, the authorized serial number file needs to be manually uploaded to the SD-WAN infrastructure.

The component responsible for uploading an authorized serial number file is the vManage. vManage is the centralized management platform for Cisco SD-WAN and provides a single pane of glass for managing and monitoring the SD-WAN fabric.

To upload an authorized serial number file, you can follow these steps:

1. Log in to the vManage dashboard using your credentials.
2. Click on the Configuration tab.
3. Under the Configuration menu, select the Certificates and Authorization option.
4. Select the Serial Numbers tab.
5. Click on the Upload Serial Numbers button.
6. Select the authorized serial number file from your local drive.
7. Click on the Upload button to upload the file.

Once the file is uploaded, the devices associated with the authorized serial numbers can be activated and provisioned through the vManage. It's important to ensure that the serial numbers uploaded to the vManage match the hardware serial numbers of the WAN Edge devices that need to be activated and provisioned.
