The other options are not appropriate times for students to complete pre-class surveys because:

• Prior to a class by the manager of the organization: Managers may not have enough knowledge about the students' needs and preferences to design an effective pre-class survey.
• After signing-up for the class by the training coordinator: By this time, it may be too late to adjust the course content and materials to meet the needs and expectations of the students.
• Once the class starts by the training coordinator: The training coordinator may not have enough knowledge about the course content and teaching methods to design an effective pre-class survey.
