Therefore, the administrator should first deactivate the policy, review any pending requests, and then decide whether to delete or archive the policy.

Deprecating a policy means marking it as obsolete or no longer supported, but it is not a necessary step before deleting the policy. Unpublishing a policy refers to removing it from a catalog or repository and is also not relevant to deleting an approval policy. Decommissioning a policy typically refers to retiring or shutting down a resource, which does not apply to approval policies.
