The authorization to deliver a project's products is given in the process of Managing a Stage Boundary.

Managing a Stage Boundary is one of the seven processes in PRINCE2 (an internationally recognized project management methodology) and is the process that separates different stages of the project. The purpose of this process is to review the progress of the current stage, confirm the project remains viable and justified, and decide whether to continue with the current stage, amend it, or halt the project.

During this process, the Project Manager prepares a Stage Plan for the next stage and presents it to the Project Board. The Project Board then reviews the Stage Plan and decides whether to authorize the start of the next stage. If the Board approves the plan, they will issue an authorization to proceed, which includes the authorization to deliver the project's products.

It's important to note that while Managing a Stage Boundary is where the authorization to deliver the project's products is given, the decision to authorize the project as a whole ultimately rests with the Project Board and is given in the process of Directing a Project.
